The Botswana Oil Limited (BOL) mandate includes the facilitation of meaningful participation of Citizen Owned Oil Companies (COOCs) in the petroleum industry in order to promote Citizen Economic Empowerment (CEE) and achieve other broader economic objectives such as the Economic Diversification Drive (EDD).
BOL established a citizen empowerment focused strategy to achieve significant participation of COOCs in the petroleum industry. The strategy focuses on the importance of a partnership approach to achieving empowerment and capacity building for COOCs.
What are COOCs?
Citizen Owned Oil Companies are incorporated companies, wholly owned or controlled by persons who are citizens of Botswana. A citizen should be the majority owner of the company.
In its endeavour to support involvement of COOCs in the petroleum sector, BOL will continue to operate within stipulated national legislation, international standards and best practice governing the oil and gas industry.
BOL Offer to COOCs
- BOL offers Diesel 50PPM, ULP93 and ULP95.
- BOL fuel sales are limited to organisations that are licensed to trade in petroleum products and meet minimum requirements set by BOL.
- Through rental agreements, BOL avails storage facilities to citizen owned companies to store petroleum products for sale to own customers, subject to availability.
- BOL offers a truck staging facility where transporters can lodge while awaiting service at the Gaborone Depot. The centre offers amenities including ablutions, laundry rooms, kitchens, and ample parking space.
- Education and awareness sessions on the requirements operate in the oil and gas industry.
Customer Registration
In order to facilitate the participation of COOCs in the industry in a formalised and sustainable manner, Botswana Oil will enforce the minimum requirements established by Government that COOCs must adhere to. Below is a list of requirements for BOL to list a company as a COOCs in the BOL database.

- Trading Licence certified by Issuing office (Your company must be licensed to trade in Petroleum Products)- Valid,
- PPADB Registration – with relevant codes (Proof of application can be provided while awaiting approval),
- Tax Clearance Certificate or Exemption certified by BURS (valid),
- Bank Confirmation Letter,
- All Company forms certified by the Registrar of Companies,
- Certified Share Certificates,
